Marek Mroczka, 31, of 7032 Melrose St., Chicago, was arrested at 5:05 p.m. July 17 on 2800 block of 74th Avenue and charged with unlawful possession of drug paraphernalia, police said.

A resident of the apartment building called police when she returned home and allegedly saw Mroczka setting on the steps to the entrance to the residence. She told police he looked unconscious.
